Subject:  Birthday Cake Costume
Message:  Someone actually made a birthday cake costume and submitted it to Family Fun, I cannot tell by looking exactly how they did it, but here is the link, maybe you could figure it out:
http://www.familyfun.go.com/arts-and-crafts/season/feature/costume_contest_birthdaycake/

If you can't figure it out, perhaps you could try this:
Take a large square packing box and cut a hole large enough so that the box can be slipped over the child or adults head. You will want to make a hole in the bottom of the box as well. You can use elastic straps by stapling them to the box and sliding them over your shoulders to hold the box on if neccesary. If you do not want to use elastic straps, you will have to cut out arm holes in the side of the box (which can be difficult to do considering movement). Once you have this done, spray paint or brush paint it any color you want, I would say white for white frosting, pink, or brown (chocolate) perhaps, you can add decorations later. Then start decorating, you can add battery operated "candles" the kind they sell for christmas by using extra strength Velcro or a hot glue gun to attach them to the box, you can add fake flowers cut off their stems, character figurines, just about anything you want. Then take a baseball cap and use a hot glue gun to put a battery powered candle on top of the hat. You can use paints, glitter, anything you want to further decorate. Or you could make a posterboard headband and cut out posterboard candles and glue them on, using orange tissue paper for flames, you can do this on the "cake" itself too. You could even put regular birthday candles in those little flower plastic holders and flue those on. They also make birthday candle hats, I am sure you could pick one up at a Halloween store, or maybe online.

Hope this helps!
