Hi there Well I only have a couple ideas and I hope they can come in some help.You can decorate everything looking like a pond, with the long grass and lily pads and ect....Frog bean bags are a good craft and all you need is scrap material an big beads for the eyes the more colourful the frogs are the more interesting they become.And what about green cookies shaped as lily pads and if you can find a small mold of frogs you can place a chocolate frog on top also corn dogs like those things(sorry I forgot there names) like whats at a pond.If you are having a punch bowl you can make icecubes with things related floated in it.I hope some of these ideas can help.Good Luck!!!!!!!
