Take a sheet of green construction paper - fold it in thirds long ways - then fan fold it into fourths so that it looks like a "W" - Small children should be able to put their hand into the top and bottom openings and make it talk like a puppet - then add two big eyes - bottle caps, marshmallows, paper circles, stickers, etc. - in the middle mouth section - glue a long red tongue - curl it on a pencil to make it roll up - use yarn, crepe paper, even a sticky fruit roll up will work - This should make a cute, simple hand puppet and have the kids make frog noises.
