Cut paper plates or cardboard into fish shape.
If you have time, paper mache your shape with two layers. You need 24 hours for it to dry. http://www.dltk-kids.com/type/how_to_paper_mache.htm has instructions on how to paper mache
If you don't have time, skip the paper mache step.
Paint the fish shapes in bright colors.
