I would use a sweat suit (white).
Put clean white socks on hands (you can hot glue pieces of pink felt for paw pads)
Fold white fun fur in half and cut in an ear shape. Fit cardboard inside to hold the shape. Hot glue shut. Repeat for a second ear. Stitch or hot glue onto a head band.
Make a puffball tail by stuffing another white sock and hotglueing cotton all over it. Pin to the back of the sweat suit
Paint your nose white or pink (clown makeup or use the homemade mix at http://www.dltk-kids.com/crafts/halloween/makeup.htm and draw on black whiskers with eyeliner pencil
