Try using the inside of rolls from wrapping paper... You can make a disc (cardboard) that would slide onto one end and be the part where the handle meets the hand. I would put the tube over the cardboard and trace it, then draw another larger circle around it, and cut out on the larger circle. Then cut out the centre circle. It should then just slide onto the tube.
Below is what it should be like when finished. The ">" are the tube and the ")" would be the disc.

You could tape the disc in place with a little masking tape, and then the children can decorate it with crayons, stickers, paint, etc.
I don't know that I would make a point on the end, due to safety reasons... Afterall, you know what children are like with this kind of thing. Good luck!!!
